The message says that there is no file named "Build.PL" or "Makefile.PL" or "dist.ini".

I think the compiler needs one of these files; because it defines, what is to be done when compiling.
Sorry, I do not use Padre, so I cannot tell more... Just one thought left: Do you really want to compile a script, or do you just want to "run" the script (That's a difference)?
